I regret to have to report to

Your Lordship that Mr. J. J. Bullin, First Clerk in the

Registrar-General's Office is not able to carry out

efficiently the duties of that post.

Mr. Bullin was formerly in charge

of certain Industrial Schools in London and in December,

1900, was specially selected at the Colonial Office for the

post of Assistant Master and Work Master in the Belilios

Reformatory and Industrial School in this Colony, his

appointment being notified in Mr. Chamberlain's Despatch

No. 404 of the 24th. December of that year.

Shortly after his arrival in the

Colony the Reformatory was closed, and as no more suitable

post was available he was given temporary employment as

First Clerk in the Registrar-General's Office, the post

happening to be vacant at the time, and this appointment

was subsequently confirmed and approved in Mr. Chamberlain's

2010

Despatch No. 294 of the 6th. September, 1902.
